The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) developed and published the Intellectual Property (IP) Valuation Manual and the Freedom to Operate (FTO) Manual.

Through the “Support to the Commercialization of 500 DOST-Generated Technologies and Strengthening the Country’s IP and Technology Portfolios” or DOST 500, the manuals provide brief and simplified explanations on the process of IP valuation and the preparation of FTO reports.

Being committed to empowering the technology portfolio of the country, DOST-TAPI provided services such as FTO and IP valuation to DOST Research and Development Institutes (RDI) in the previous years.

An FTO analysis is crucial to the successful commercialization of inventions and research studies.

It provides security from risks associated with potential infringement of commercial products that are already out in the market.

Meanwhile, FTO supports developing, making, and marketing products without legal liabilities to third parties.

In order to effectively fuel the thrust towards the success of a technology transfer, DOST-TAPI has been focused for years to improve and scale up the FTO mechanism in a precise and systematic manner.

With the relentless efforts of DOST-TAPI specialists, the FTO manual was prepared to synthesize and reframe the FTO practice for all researchers, technologists, and actors in technology transfer and commercialization.

This manual published in 2018 is an effective tool to support and nurture the FTO process and contribute to more effective and efficient technology transfer programs.

Subsequently, DOST-TAPI held the book launch of the country’s first ever IP Valuation Manual during the HIRANG Internship Program Launch in January 2020.

In September of the same year, the said manual was made available to the public.

DOST-TAPI has distributed copies of the book to DOST regional and provincial offices, RDIs, councils, and service agencies.

The IP Valuation Manual intends to comprehensively educate scientists, inventors and researchers of the established protocols and procedures that can be used to assess the potential financial value of an invention’s intangible IP asset, such as patent, utility model, industrial design, copyright, and trademark.

The said manual effectively simplified the technical discussions on IP protection and the different approaches to valuation through case studies.

“RDIs, government offices, and universities will need to look into the pricing of their technologies and our IP Valuation Manual can serve as an instant reference,” said Atty. Marion Ivy D. Decena, Officer-in-Charge of DOST-TAPI.

She added that it can be used for actual negotiations as well as mere educational and research purposes.

“These two books were made from actual experiences and are applicable to local settings. These manuals are undoubtedly the first of their kind to have been written by Filipinos”, said Caezar Angelito E. Arceo, Supervising Science Research Specialist of DOST-TAPI.

DOST-TAPI hopes that Filipino inventors and researchers will be able to know the true value of their technologies, use it as a leverage in negotiating with potential investors and successfully commercialize their inventions and researches.
