After being appointed as the new Director of the Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI), Atty. Marion Ivy D. Decena has preceded the oath taking ceremony of a newly-created permanent position on 09 November 2021.

The Senior Science Research Specialist (SRS) position under the Invention Development Division is responsible for overseeing the operations of the Intellectual Property (IP) Rights Application Program (IPRAP) which provides financial assistance in the filing of IP protection, particularly for DOST-funded technologies.

The Program covers the fees incurred in applying for patents (for inventions), registrations (for utility models and industrial designs), trademarks, and copyrights at the Intellectual Property Office of the Philippines (IPOPHL).

Ms. Anna Liza B. Saet, current Program Manager of IPRAP, was promoted to assume the Senior SRS position.

Ms. Saet obtained her Bachelor of Science in Agriculture (Entomology) from the University of the Philippines, Los Baños in 2004 and finished her Masters of Laws in Intellectual Property at the Seoul National University, South Korea in 2017.

As a former Program Manager of the Invent School Program, she has years of experience in evaluating projects, and facilitating, processing and monitoring patents, utility model registration applications, and prosecutions.

In 2011, she passed the Patent Agent Qualifying Exam (PAQE) and since then has gained experience in patent drafting.

“We are committed in implementing our programs by complementing such with the best human resource possible,” said Atty. Decena.

DOST-TAPI has been granted 17 permanent positions from the Department of Budget and Management from 2017 to present.

“Our request for additional personnel is due to the actuality that our programs have been continuously evolving according to the needs of our stakeholders to provide holistic and comprehensive services on the promotion of technology transfer and commercialization, and invention-related development activities," added Atty. Decena.

Ms. Saet is the first of the many more DOST-TAPI employees who will be appointed by Atty. Decena for the newly-granted plantilla positions under the Institute.
